It is our pleasure to be featured in Chevron Malaysia’s Retail Buzz as “a trusted partner for close to 20 years”. It reminded me of the day I decided to sign up as the branded marketer, where I had totally no clue where that would bring me to. In a blink of an eye, 19 years passed. Today, Pen Petroleum stands proud as the one of the leading branded marketers of Chevron. The two-decade relationship is founded upon the mutual respect, support and commitment we built and earned with Chevron throughout the years. Pen Petroleum is fortunate and blessed to receive the support from Chevron Team under the leadership of Bobby Marshall, Faizah Abdul Samad and Richard Tang, led by Jay Gomez.
Pen Petroleum will not come this far without the commitment from our valued Retail Partners. In the area meetings held by Chevron in the past two months, trust our Retail Partners have understood the business expectation and areas of focus. In line with Chevron’s direction, Pen Petroleum will drive CaltexGo as our key program of the year. We will also look into rebuilding the washroom image at selected stations. You can see the few pillars which our retail team will be focusing on here:-
Another area which we ought not to omit, is the StarCard segment. We have been continuously sharing with our Retail Partners that StarCard is a powerful sales driver. I am very proud of my team members who have restlessly solicited for new StarCard customers together with our Retailers in year 2021, making us the best StarCard achiever as awarded by Chevron Malaysia. Allow me to take this opportunity to thank Chevron StarCard Team for the enormous support given.
Together with Chevron Malaysia and our Retail Partners, our team will strive to achieve the best result in 2022.
Lastly, I would like to wish all of you who are celebrating, “Selamat Hari Raya Aidilfitri, Maaf Zahir Dan Batin”. Enjoy this meaningful festival with your loved ones.
“Dalam kerendahan hati ada ketinggian budi, Dalam kemiskinan harta ada kekayaan jiwa, Dalam kelembutan lidah ada juga keterlanjuran kata, Dalam gurau senda sudah tentu ada khilaf dan dosa”
Yours Truly, Dato’ Saw Chang Heng Executive Chairman PenPec Group
In view of the increased competition in the market, I must emphasize that we shall drive our business whole heartedly. At this time, you are encouraged to focus in maximizing your income with your business. Keeping up the competitiveness is crucial, as our rivals in petrol station industry is getting more aggressive day by day. Competition inevitably comes from all angles in all forms. Importantly we do the basics right, provide the best service at all times to our customers.
Pen Petroleum reviews our business plans from time to time to ensure that our direction suits the market and industry trend. In this business, we always have to pre-plan, re-plan, and plan for the unplanned. Let me share with you Pen Petroleum’s refreshed platform for the next 5 years: “Wow! A Pacesetter In Propositions, Partnering and Execution”. We set out 7 strategies to help us achieve this strategic intent by year 2027:
As Branded Marketer, Pen Petroleum strives to work closely with Chevron to reinforce operational excellence including CaltexGo, National Promotion, StarCard, Customer First, Image Stewardship, and other Chevron’s standard procedures and programs.
On the other hand, Pen Petroleum will also work closely with our Retail Partners to strengthen the fuel business through leveraging on the business tools shared by Chevron. Our objective is simple, that is to create and add values to your business, leading you to make your Caltex station the most popular destination to pump and shop within your community.
I would like to express my gratitude for the continued support from Chevron Malaysia and the commitment from my fellow Retailers in growing this business together.
Before I end, allow me to take this opportunity to wish our Muslim Retail Partners ‘Selamat Berpuasa’. Wishing you a peaceful and smooth Ramadhan ahead.
Yours truly, Dato’ Saw Chang Heng
Executive Chairman,
PenPec Group
I understand that our Retail Partners’ business have been affected by the pandemic in different ways and degrees. Other than practicing the new norms to ensure everyone’s safety at the petrol station, our Retail Partners have to also put in their effort, commitment and even creativity to defend the sales and sustain the business.
With the recent development such as our country achieving herd immunity, lifting of interstate travelling ban, resuming of economic activities, ongoing booster vaccination program, border reopening, etc., we can finally see the light at the end of the tunnel.
My fellow Retail Partners, do prepare well for the reopening and recovery. We do not need extravaganza ideas to attract customers. The key is to get the basics right – comply with the operational excellence standard set out by Chevron. Let us focus on excelling in the Customer First and Image Stewardship programs. Trust me, your customers will visit and re-visit if these two basic things are done right. As you firmed up the operational foundation, you can then have a clearer mind to strategize in recovering and developing the business.
For that, Pen Petroleum is committed to support our Retail Partners, especially in the StarCard segment. Our team aggressively drove for the StarCard program with the tagline of #4StarCardsBy2021. I am glad to see that through our Retail Team, our Retail Partners are exposed to more StarCard experience and they appreciate the advantages of StarCard now. I wish to thank Chevron’s StarCard Team for giving us the fullest support in promoting StarCard.
Last but not least, allow me to reinforce the importance of being vigilant in preventing the COVID-19 infection. I had previously shared with you the consequences which a station would suffer if a staff is detected with COVID-19 positive. It would lead to a whole station closure for days or weeks. Therefore, please regularly use the self-test kit to monitor all staff’s wellness.
I would like to take this opportunity to wish all of you a fruitful journey in year 2022. To those who will be celebrating the auspicious Chinese New Year, I wish you “Gong Xi Fa Cai”.

“Thank you for your congratulatory messages. My family and I are indeed honoured, and we attribute this award to all of you who have supported and encouraged us to serve our community all these years. We thank you.
Setinggi-tinggi penghargaan kami ucapkan.
It is devastating to hear that 11 staff in our network have been tested positive for COVID-19 within the first half of August, mainly being infected by their next-of-kin under one roof. As required under the SOPs, the stations whom these staff work at have to be closed for thorough sanitization. Depending on the number of the respective retailers and staff undergoing quarantine, the stations’ business has to be halted for 3 to 10 days due to lack of manpower.
First and foremost, I would like to wish all the infected staff and their family a speedy recovery. Secondly, I wish to reinforce the importance of vaccination for our frontliners. Besides strict compliance with the pandemic SOPs, we urge our Retail Partners to ensure that all staff have registered for vaccination, and pursue for urgent vaccination. In the service line particularly, we have the basic responsibility to provide a safe environment for our customers. At Pen Petroleum, we launched the Jom Daftar Vaksin campaign to encourage vaccination registration by retailers and staff. For those who have registered for vaccination, we reward them with a RM5 KFC voucher as a small token of appreciation. Everybody plays a part in achieving herd immunity. So, let us do our part.
Given the alarming situation, Retail Partners are also reminded to arrange your human resources wisely, for instance, to keep your staff under 2 or 3 separate shifts to minimize the risk of bulk infection which may totally incapacitate the station operation. With the intrusion of virus variants into our community, it is advisable to take extra precautionary steps such as testing staff temperature and blood oxygen level when they check in for work. You are further encouraged to keep sufficient MOH-approved self-test kits at station for staff use from time to time. For high risk staff (such as those pending vaccination, of senior age, those who has frequent physical contact with visiting supplier, vendor, truck drivers, etc.), we even encourage them to use the test kits on a weekly basis for monitoring purposes.
In so far as the pandemic is concerned, we are flooded with overloaded information. Rumour has it that, petrol station nozzle is one of the hottest spots for COVID-19 spread. I wish to remind all retailers to always refer to the official source of information i.e. the authorities, Chevron or Pen Petroleum when doubt arises. As petrol station owners, we ought to be able to educate our staff and the public on the correct safety guidelines.
Amidst the pandemic, let us all stay connected and motivate each other to strive in the All-Stars Incentive Program 2021 launched by Chevron. I would like to applaud Chevron for designing the program in a realistic mechanism which suits the pandemic uncertainty. In the last incentive program, we had 19 stations winning including sites located on the highway and in the rural area. I believe this would inspire more stations from Pen Petroleum to work hard to win the All-Stars title this year. Should you require our guide, do reach out to our RBCs and leadership team who are always available to help.
Lastly, I would like to thank our team for continue driving the business passionately despite the obvious decline in sales. The team has launched many simple yet creative programs this few months, in collaboration with Chevron and our Xpress Point vendors. It is our hope that at this trying times, our effort helps to uplift our fellow retailer’s morale.
Dato’ Saw Chang Heng Executive Chairman PenPec Group
The pandemic slowed down many things, but it does not slow down the time. We have stepped foot into second half of year 2021.
In the past two months, different areas were put under various stages of movement control. The Malaysian Government then declared a nationwide full lockdown effective June 2021 as the immediate measure to flatten the curve of COVID-19.
Restraining travelling is definitely the way to curb COVID-19 spread. However, it is undeniable that the national vaccination program has to be sped up to increase the chance of winning this fight in the long run. In this regard, I wish to applaud the Ministry of Domestic Trade and Consumer Affairs for announcing the Economic Front-liners Vaccination Program for the retail sector. We highly anticipate the launch of this vaccination program as we cannot emphasize enough the importance of health and safety of our Caltex front-liners.
On each day in this pandemic, around 2,000 front-liners under Pen Petroleum’s network are being exposed to the risk of COVID-19 infection. Regrettably, our network has reported 12 positive cases thus far. It is not easy to manage the consequences following thereof. Stations have to close down temporarily for lack of manpower. Retail Partners and staffs have fear that they may contact COVID-19, and spread to their family members. Thus, vaccination for our front-liners is extremely crucial at the moment. We are ready to work closely with the Ministry as well as Chevron Malaysia to assist our Caltex retailers and staff whenever there is opportunity.
I would like to urge all Retail Partners to encourage and educate your staffs to register for the national vaccination program. You are also welcomed to spread the awareness of vaccination to your local community, where you can display the educational posters uploaded in this bulletin. They are designed by our dedicated Xpress Point team.
Also, I wish to remind our Retail Partners to continue leveraging on technologies to reach out and stay connected with our customers. Creativity is always part and parcel of retailing business – this applies to conventional business like petrol station nowadays.
Yours sincerely, Saw Chang Heng Executive Chairman of PenPec Group[/vc_column_text][/vc_column][/vc_row]

Time flies. Year 2021 has come knocking on our doors. Happy New Year to all of you.
Pen Petroleum kick-started the beginning of the year with our popular Jom Bersama-Sama session. Jom Bersama-sama is not new to all of us here, but it is worth mentioning that it was our first virtual Jom Bersama-sama! I quickly learned that there are aplenty of advantages in having a virtual meeting. To name a few – Our Retailers can join the session in a virtual meeting room without worrying about social distancing with each other. Since we were in MCO, our Retail Partners need not travel interstate to participate the Jom Bersama, the participants can log in based on where they were. Meanwhile, Pen Petroleum would have a smaller group to interact with and focus on.
In short, though we can’t see each other face-to-face, I am glad that by leveraging on technology, we can still stay connected with our Retail Partners, live on the screen. “Bersama” means “Together”. It is the togetherness that counts. I would like to take this opportunity to thank all Retail Partners and representatives from Chevron who spare your time and effort in making the Jom Bersama-sama a success with us.
In the Jom Bersama-sama, we took a quick lookback to year 2020 through the following video:
In this issue, we will also focus on giving recognition to the top performers in Pen’s network who have achieved remarkable operational excellence results in year 2020 despite all challenges and hardship. Congratulations to those who are listed.
In this uncertainty, there is one question that we would certainly ask – What’s next for year 2021? As shared with many of you previously, Pen Petroleum’s strategic intent is to develop a safe, integrated and effective retailing network by year 2023. This year, our company’s direction will continue to be driven by this clear strategic intent. For everyone’s benefit, I would recap Pen Petroleum’s 2021 strategies and aims here:-
On a separate note, I would like to welcome Chevron Malaysia’s new leadership on board. Chevron Malaysia is now led by Mr. Toh Yu Lee (Director of Asia Pacific Sales), Mr. Jay Gomez (Country Chairman of Malaysia) and Mr. Jeff Tan Meng Yih (Deputy General Manger), while Mr. Richard Tang (Fuels Retail Manager of Malaysia) and Pn. Faizah Abdul Samad (Retail District Manager of Malaysia) will be heading the Retail Team specifically. I am confident that Chevron Malaysia will continue to improve the Malaysian market and I urge all Retail Partners to continue giving our fullest commitment to Chevron.
Lastly, let us keep our spirit high, stay united together to sail through the year. Jom Bersama-sama, Jom Kekal Selamat, Jom Teruskan Semangat CaltexKu.
Yours sincerely,
Saw Chang Heng

Teks Terjemahan – Bahasa Malaysia
Jeff Tan Meng Yih (Timbalan Pengurus Besar), sementara En.
Jom Bersama-sama, Jom Kekal Selamat, Jom Teruskan Semangat CaltexKu.
Sekian, terima kasih.
Yang benar, Saw Chang Heng Pengerusi Eksekutif, PenPec Group
[vc_row][vc_column][vc_column_text]When the third wave of COVID-19 struck Malaysia, non-essential travelling started to reduce. The number of positive cases rocketed in November and there came the nationwide CMCO re-implementation again. As foreseen, petrol station sales volume declined again. Retailers are further compelled to incur higher operating and staffing cost in compliance of the SOPs imposed. Despite faced with cash flow problem, many retailers were able to respond to the crisis more steadily than before, probably because of the experience absorbed during the first and second waves. I am glad to see most of our retailers seizing every opportunity to mitigate their business loss amidst the hardship.
I am thankful that throughout the pandemic year, Pen Petroleum is always being supported by our principal, Chevron Malaysia Limited. Chevron hand held us to walk through the critical times by granting various forms of timely assistance to our retailers. I would like to take this opportunity to thank Chevron leadership for the unwavering support, guidance and tolerance given along the way.
To our valued Retail Partners, on behalf of Pen Petroleum, I would like to extend my gratitude to all of you who worked extremely hard to survive year 2020 with us. Regardless of whether you are experienced or new retailers, thank you for your commitment in honoring our business relationship. Pen Petroleum would not be standing firm in the industry and be selected as the Best Branded Marketer of Chevron but for your support. With the recent announcement that allowed interstate traveling, as well as the discontinuance of CMCO at most areas, I urge all Retail Partners to continue to drive our recovery plan – ‘Bersih & Selamat CaltexKu’ by providing a clean and safe environment for our customers to pump and shop with us worry-free. In the meantime, our team gathered some motivating success stories into this bulletin. You will definitely be inspired by them. Let us learn from each other to bring our business to the next level.
On top of that, I would like to thank our collaborating vendors and providers for trusting our marketing program and directions. Last but not least, I wish to thank all employees in PenPec Group for your wholehearted contribution throughout the year.
I fervently hope that we can flatten the curve in Malaysia. I also take this opportunity to wish all of you a safe, healthy and fruitful year 2021 ahead.
